Institute for International Affairs Qianhai （前海国际事务研究院） — Policy Intelligence in Action
Xiamen University Malaysia (XMUM) MBA Centre organised the XMUM Master of Business Administration (MBA) China Study Trip, which included a visit to the Institute for International Affairs Qianhai on 5 August 2025.
After exploring Qianhai’s physical development and entrepreneurial ecosystem, the MBA delegation’s study trip turned to a different but equally important dimension: policy research and international affairs. The visit to the Institute for International Affairs Qianhai (IIA) gave participants a deeper understanding of how the Greater Bay Area (GBA) is an economic hub and an emerging platform for international dialogue, governance innovation, and cross-border policy exchange.
At the IIA, affiliated with the Chinese University of Hong Kong (Shenzhen), we delved into the intersection of academic research and policy implementation. Established to serve the GBA’s strategic needs, the Institute focuses on international relations, cross-border governance, trade policy, and geopolitical risk assessment.
During the visit, researchers presented case studies on how the IIA advises local governments and enterprises in navigating regulatory complexities and enhancing cross-border cooperation. Their projects include policy simulations, international business environment assessments, and frameworks for mitigating geopolitical risks.
What struck us was the Institute’s dual function: producing scholarly research while directly shaping decision-making processes in both the public and private sectors. This blend of theory and practice offered the MBA cohort a concrete example of how knowledge institutions can influence economic strategy and business operations.
With this broadened perspective, our group moved on to the next destination, the Qianhai Shengang Dream Workshop and the Qianhai Hong Kong Youth Hostel, where we explored how policy support translates into real opportunities for young entrepreneurs and cross-border talent.
